About the care needs: The caregiver would need to be good with a grumpy, elderly man who seems to be in denial about how much help he really needs. He will NOT consider a care home but my sister is struggling to do it all by herself. Services needed include: companionship, feeding, bathing / dressing, and mobility assistance.
