Hes not used to going for walks so he pulls. Hes a Beagle so he likes to smell everything. If you can allow him to do that, he will be very happy. Im small and he pulls me pretty hard so youll have to have some strength. Maybe work with him because hes a really good dog and he will do better with time and training. He doesnt need to walk far, just around area for a while, would be great. He would run away if he got loose so make sure you keep control. He was a rescue from an abusive home so no yelling and def watch how firm you are with him. Hell get scared, really easily..
