While many <a href=\"https:\/\/www.nist.gov\/chips\/chips-incentives-funding-opportunities\">funding opportunities<\/a> are still open, in April of 2024, the <a href=\"https:\/\/www.semiconductors.org\/chips-incentives-awards\/\">first CHIPS Grant Recipients<\/a> were announced, resulting in <a href=\"https:\/\/www.semiconductors.org\/the-chips-act-has-already-sparked-200-billion-in-private-investments-for-u-s-semiconductor-production\/\">dozens<\/a> of new projects totaling nearly $450 billion in private investments. These projects will create more than 56,000 jobs in the semiconductor ecosystem and support hundreds of thousands of additional U.S. jobs throughout the U.S. economy.&nbsp;<\/p>\n\n\n\n<p>Helping these workers find child care will be critical to success. In fact, applicants requesting Direct Funding over $150 million must submit a plan to provide access to child care\u2014and all applicants, regardless of funding, are also encouraged to do so. <\/p>\n\n\n\n<p><strong>What are the CHIPS Act child care requirements?&nbsp;<\/strong><\/p>\n\n\n\n<p>Guidelines for submitting a child care plan are documented in the <a href=\"https:\/\/www.nist.gov\/system\/files\/documents\/2023\/03\/30\/CHIPS%20Workforce%20Development%20Planning%20Guide%20%281%29.pdf\">Workforce Development Planning Guide<\/a>\u2014and summarized below. In general, child care should be:<\/p>\n\n\n\n<ol>\n<li><strong>Affordable<\/strong>: Costs should be within reach for low- and medium-income households&nbsp;<\/li>\n\n\n\n<li><strong>Accessible<\/strong>: Care should be provided at a convenient location with hours that meet workers\u2019 needs&nbsp;<\/li>\n\n\n\n<li><strong>Reliable<\/strong>: Care should grant workers confidence that they will not need to miss work for unexpected child care issues&nbsp;<\/li>\n\n\n\n<li><strong>High-Quality:<\/strong> Care should be provided in a safe and healthy environment that families can trust and that nurtures the healthy growth and development of children.&nbsp;<\/li>\n<\/ol>\n\n\n\n<p>Examples of child care programs cited include:&nbsp;<\/p>\n\n\n\n<ul>\n<li>&nbsp;Employer-sponsored access to caregiving marketplace&nbsp;<\/li>\n\n\n\n<li>&nbsp;Backup Care<\/li>\n\n\n\n<li>&nbsp;Pre-arranged agreement with existing child care providers<\/li>\n\n\n\n<li>&nbsp;Partnering with off-site providers&nbsp;<\/li>\n\n\n\n<li>&nbsp;On or near-site child care<\/li>\n\n\n\n<li>&nbsp;Cash Assistance (vouchers\/subsidies)<\/li>\n<\/ul>\n\n\n\n<p>Recognizing that there is no one-size-fits-all child care solution, applicants are encouraged to propose solutions that are customized to meet the goals, budget, and needs of their workforce.
